Ground Beef Pasta Sauce

- 1 large onion diced
- 3 cloves garlic minced
- 28 ounces canned whole tomatoes or canned diced tomatoes*, 1 can
- 28 ounces canned tomato sauce
- 1 large green bell pepper diced, or red bell pepper
- 1 cup water
- 1 tablespoon Italian seasoning
- 2 bay leaves
- 1 teaspoon granulated sugar
- ½ teaspoon salt or to taste
- ¼ cup chopped fresh parsley
- ¼ cup chopped fresh basil
- 2 teaspoons ground sage
- 2 teaspoons fennel seeds
- 1 teaspoon dried thyme leaves
- 1 teaspoon black pepper
- ⅛ teaspoon ground allspice
